Packetloss and High Ping Through Voxel.net

I have had this problem for a while, but have been avoiding it because I haven't been home lately.  I am constantly lagging out due to high s2c packet loss (and occasionaly flux).  I am currently the sole user of a cable internet connection so I wouldn't think there should be any major problems on my end.  It looks like I'm having trouble through Voxel.net routers and through this Rogers connection at 66.185.90.129.

What do I do?  If the answer is "contact your ISP", what do I say to them?  I've never done this before.
